As remarked by President Xi Jinping, Hong Kong will prosper only when its young people thrive; Hong Kong will develop only when its young people achieve well-rounded development; and Hong Kong will have a bright future only when its young people have good career prospects. Young people are the future, hope and pillars of Hong Kong. They are also the engine that drives the long-term development of society and the economy. The Government has all along attached greater importance to youth development. We strive to assist young people in overcoming the hurdles in education, employment, entrepreneurship and home ownership so that the younger generation will see hope and opportunities for upward mobility.

Our vision is to nurture a new generation of Hong Kong young people with a sense of loving our country and Hong Kong who are also equipped with global perspectives, professional skills, a proactive mindset of lifelong learning, and positive thinking. We will encourage young people to grasp the immense opportunities brought about by the development of the Guangdong-Hong Kong-Macao Greater Bay Area. At the same time, we will endeavour to encourage young people to embrace the world to connect with the talent, cultures and opportunities therein, thereby consolidating the important role of Hong Kong as Asia’s world city.

To promote youth development work in a more effective manner, the Government established the Youth Development Commission (YDC) in 2018 to enhance policy coordination within the Government and enable a more holistic and effective examination of and discussion on issues of concern to young people. The current-term Government has further established the Home and Youth Affairs Bureau (HYAB) to formulate an overall youth policy and a blueprint for youth development, and to set policy objectives for the healthy and diversified development of young people with a view to improving their upward mobility.

YDC has endeavoured to work closely with the HYAB and to foster cross-bureau and interdepartmental collaboration to actively promote the all-rounded development of young people, including facilitating young people’s selection of suitable study pathways, assisting in their career development and upward mobility, as well as strengthening communication channels with young people and nurturing their positive thinking.

YDC’s dedicated webpage provides information on various youth development activities. Through these activities, I hope that we can unleash the potential of our young people, better meet their needs in various aspects such as education, career pursuit and upward mobility, and nurture their positive thinking to help them develop positive values, and enable them to become a new generation with national pride, a sense of ownership and responsibility, and with an aspiration and willingness to strive for the future of our country and of Hong Kong.
