Youth Development Fund

Overview

The Youth Development Fund aims at supporting youth entrepreneurship and youth development activities through collaboration with non-governmental organisations (NGOs), including working with NGOs in the form of a matching fund to help young people start their own businesses. In 2019, the Youth Development Commission (YDC) rolled out the Funding Scheme for Youth Entrepreneurship in the Guangdong-Hong Kong-Macao Greater Bay Area (Entrepreneurship Scheme) and the Funding Scheme for Experiential Programmes at Innovation and Entrepreneurial Bases in the Guangdong-Hong Kong-Macao Greater Bay Area (Experiential Scheme) under the Youth Development Fund. The Entrepreneurship Scheme aims at subsidising Hong Kong NGOs to provide entrepreneurial support and incubation services to Hong Kong young people who are interested in starting their businesses in Hong Kong and Mainland cities of the Greater Bay Area (GBA), including helping them settle in entrepreneurial bases and providing them with start-up capital. Meanwhile, the Experiential Scheme aims at subsidising NGOs to organise short-term experiential programmes for Hong Kong young people to visit the entrepreneurial bases in the Mainland cities of the GBA. The list of funded NGOs under both schemes were announced in February 2021.

Projects Details

The Chief Executive announced in the 2023 Policy Address that the Government will launch the new round of Entrepreneurship Scheme and “Funding Scheme for Experiential Programmes at Innovation and Entrepreneurial Bases”. Among them, the new round of the “Entrepreneurship Scheme” aims at providing capital subsidy and support services to more Hong Kong youth interested in starting their businesses locally and in Mainland cities of the GBA. Besides, the scope of “Funding Scheme for Experiential Programmes at Innovation and Entrepreneurial Bases" will be expanded from the GBA to various Mainland provinces and municipalities so as to encourage young people to explore entrepreneurial opportunities in the enormous Mainland market.

*When Black Rainstorm Signal or Tropical Cyclone Signal No.8 (or above) is in force or will be issued at noon (as announced by the Hong Kong Observatory), the briefing session will be cancelled and the Secretariat will notify the participants for follow-up arrangement afterwards.

Eligibility for Application

  1. Non-profit-making NGOs registered under the laws of Hong Kong which is a company incorporated under the Companies Ordinance (Cap. 622) or under the former Companies Ordinance (Cap. 32); or
  2. A body wholly-owned or managed by the HKSAR Government; or
  3. A statutory body.

Funding Scheme for Experiential Programmes at Innovation and Entrepreneurial Bases

The scheme aims to subsidise non-governmental organisations (NGOs) in Hong Kong to organise short-term experiential programmes at the youth innovation and entrepreneurial bases in the Mainland cities. The scope of coverage is now expanded from GBA cities to all Mainland provinces and municipality, with a view to enriching Hong Kong young people's understanding of the entrepreneurial bases there, as well as the relevant policies and supporting measures on innovation and entrepreneurship in the Mainland. This will in turn assist young people to consider settling in the relevant entrepreneurial bases and starting businesses therein in the future.

Funding Scheme for Youth Entrepreneurship in the Guangdong-Hong Kong-Macao Greater Bay Area (2024 - 2027)

The funding scheme consists of two components, namely entrepreneurial support and incubation services, and start-up capital -

(a)the entrepreneurial support and incubation services component:the services component aims to subsidise non-governmental organisations (NGOs) in Hong Kong to offer deeper, broader, more specific and sustainable entrepreneurial support and incubation services for Hong Kong young people, including helping them settle in youth innovation and entrepreneurial bases in Hong Kong and/or Mainland cities of the Greater Bay Area; and

(b)the start-up capital component:this component aims to provide youth start-ups with seed funding through subsidising funded organisations in the form of a matching fund.
